Access Rule
The visitor gate now escalates on a timed sequence: first prompt at 30 seconds, second prompt one minute later, and mandatory registration after another minute. If a lead endpoint is configured through NEXT_PUBLIC_LEAD_COLLECTION_URL, the form posts directly there. Without that endpoint, the registration is preserved locally in the browser under pnr_leads so the access flow remains testable. The local operator view is available at /operator/leads.
